WHSAA Sponsorship WY ARNG Award

JUSTIFICATION AND APPROVAL JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION ONLY ONE RESPONSIBLE SOURCE (SOLE SOURCE) 5 October 2015 1. REQUIRING ACTIVITY/CONTRACTING ACTIVITY: The requiring activity is the Wyoming Army National Guard Recruiting and Retention Office located in Cheyenne, WY 82009. The contracting Activity is the USPFO for Wyoming Purchasing and Contracting department located in Cheyenne, WY 82009. 2. NATURE/DESCRIPTION OF CONTRACT ACTION: This is a sole source action to be awarded as a Purchase Order with firm fixed pricing to the Wyoming High School Activities Association (WHSAA), 6571 E. 2nd St., Casper, WY 82609. 3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The proposed procurement is for the WY ARNG's corporate sponsorship of the WHSAA for the 2015-2016 school year. 4. IDENTIFICATION OF AUTHORITY: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. The content of this Justification and Approval is written in accordance with FAR 6.303-2. 5. CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF ACQUISITION: The WHSAA is a private organization in the state of Wyoming and is the only organization that the WY ARNG could contract with in order to be a corporate sponsor for WHSAA sponsored events. The WHSAA sponsors multiple high school events across the state and the corporate sponsorship gives the recruiting and retention office access to age demographics that make up its primary target market. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY SOURCES AS PRACTICABLE: This acquisition was placed on FBO from 8/27/15 - 9/5/15 as a "Sources Sought" posting and zero sources were identified (Solicitation #W912L3-15-P-0023). 7. FAIR AND REASONABLE COST: The price has determined to be fair and reasonable by comparing sponsorships rates for this academic year to sponsorship rates for the WHSAA in the past. 8. MARKET SURVEY: FBO Announcement was issued looking for other sources that can supply an item capable of meeting the government's need. 9. LIST OF SOURCES THAT EXPRESSED INTEREST: No sources expressed interest nor responded to the FBO Announcement. 10. This agency will continue to use FBO and market research to seek sources who are capable of offering similar services. 11.
