Fulfillment and Visitor Services

The State of Utah, through the Governor's Office of Economic Development and the Utah Office of Tourism, is seeking a single vendor for a five-year contract to provide fulfillment and visitor assistance services supporting the Life Elevated brand. The selected contractor will act as an extension of the Utah Office of Tourism team, managing the storage and distribution of travel publications and promotional materials, hosting software for guide requests, and providing trade show support through domestic and international shipping. Additionally, the vendor will provide customer service by managing toll-free phone lines and monitoring visitor email inboxes. To be eligible, vendors must certify at least five years of combined experience in guide distribution, mail strategy, and international shipping, and must guarantee their pricing for the full five-year term. The contract will be awarded based on best value using a 1,000-point scale, where technical qualifications and key personnel are heavily weighted, and cost accounts for 10 percent of the total score. The evaluation process involves an initial screening for mandatory minimum requirements, followed by a technical review and a final cost evaluation for successful candidates. Administrative requirements include submitting invoices within 30 days of delivery, with payments processed within 30 days of receipt. The contractor must adhere to strict federal and state employment laws, maintain workers' compensation insurance, and comply with the Government Data Privacy Act regarding the protection of confidential information. All deliveries are handled as F.O.B. Destination Freight Prepaid and Allowed, with the state performing inspections within 30 days of receipt.
