NAVAIR Orlando Training Systems Division intends to issue a sole source fixed-price purchase order to the National Training Systems Association/National Defense Industrial Association (NTSA/NDIA) for support of the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) scheduled from November 28 to December 1, 2005, at the Orange County Convention Center in Orlando, Florida. This action is justified under statutory authority 10 U.S.C. 2304(d)(1)(b) and FAR 6.302-1, indicating that NTSA/NDIA is the only responsible source capable of fulfilling the agency's unique requirement. The I/ITSEC Conference is a key annual international event that fosters collaboration among the Armed Services, industry, academia, and government agencies focused on training and simulation programs, with NTSA/NDIA exclusively managing all conference registrations. While interested firms may submit their capabilities and qualifications by October 21, 2005, such submissions do not represent a competition or intent to award to any entity other than NTSA/NDIA. The notice clarifies that no solicitation documents currently exist and no commitments to procure or pay for any submitted information will be made by the government. For questions or further information, contracting specialists Chris Williams and Ileana Cintron serve as points of contact. This procurement reflects a non-competitive sole source award due to the unique nature of the conference and the exclusive role of NTSA/NDIA in administering it.
