Purchase Xray Equipment


1. Introduction


The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Viken Detection located at 21 North Avenue, Burlington, MA 01803 for the acquisition of X-ray equipment.


2. Authority


This acquisition is being conducted under the authority of FAR 12.102 soliciting from a single source for purchases not exceeding the Simplified Acquisition Threshold (SAT).

4. Justification for Single Source


The required X-ray Imager by Viken Detection is only vendor that has a handheld x-ray backscatter imaging system that can detect for lead. If a backscatter Image system is used without the lead detection, a lead concealment will be missed by agents in the field causing agents not to be able to see the concealment they are trying to detect with this device. There is no other X-Ray Backscatter system vendor product that will detect lead on the market.
