AI Contract Overview
The Drug Enforcement Administration plans to acquire a specialized X-ray backscatter imaging system from Viken Detection on a sole source basis, citing unique capability as the sole provider of a handheld device capable of detecting lead—a critical function for field agents to identify concealed materials. The acquisition, authorized under FAR 12.102, falls below the Simplified Acquisition Threshold and is justified exclusively by the absence of any other commercially available backscatter system with lead detection functionality, making alternative vendors incapable of meeting operational requirements. The equipment is designated as the Viken Detection Xray Backscatter Imager, with performance expected to occur in Lorton, Virginia. While no formal solicitation will be issued, interested parties may submit capability statements for consideration by the agency’s contracting officer, Robert Radke, with responses due by August 16, 2026, under solicitation number D-26-ST-0200, which is classified as a special notice and linked to a NAICS code of 334517 for other electronic component manufacturing.

Full Description
Notice of Intent to Sole Source
Purchase Xray Equipment
1. Introduction
The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Viken Detection located at 21 North Avenue, Burlington, MA 01803 for the acquisition of X-ray equipment.
2. Authority
This acquisition is being conducted under the authority of FAR 12.102 soliciting from a single source for purchases not exceeding the Simplified Acquisition Threshold (SAT).
3. Description of Requirement
Item/Service: Viken Detection Xray Backscatter Imager
4. Justification for Single Source
The required X-ray Imager by Viken Detection is only vendor that has a handheld x-ray backscatter imaging system that can detect for lead. If a backscatter Image system is used without the lead detection, a lead concealment will be missed by agents in the field causing agents not to be able to see the concealment they are trying to detect with this device. There is no other X-Ray Backscatter system vendor product that will detect lead on the market.
5. Response Instructions
This is not a request for quotes, and a solicitation will not be issued. Interested parties may submit a capability statement for consideration by the agency.
