The Environmental Protection Agency (EPA), through its National Health and Environmental Effects Research Laboratory, Atlantic Ecology Division, is seeking to procure a custom-built 24 to 26.5-foot aluminum research vessel designed to support sediment and macrofauna collection, water sampling, remote underwater camera operations, and diving activities in coastal and inland waters. The vessel package will include the aluminum boat, trailer, engines, and all necessary equipment and supplies, built to comply with U.S. Coast Guard, National Marine Manufacturers Association, and American Boat Yacht Council standards, as well as relevant federal regulations. The vessel must remain buoyant if overturned and be self-bailing. Key physical specifications include a hull length overall of approximately 24 to 26.5 feet, a beam between 8.5 and 9 feet depending on protective rub rails, and a draft of 1.5 feet, with a normal operating displacement of about 7,000 pounds carrying a crew of three plus fuel and gear. Power will come from twin 150 HP electronic fuel-injected outboard engines meeting EPA emission standards, and the hull will feature a modified Vee design aimed at providing stability as a stationary working platform and optimized underway performance. The vessel's design emphasizes maximizing deck space to facilitate research activities, including a pilot house configured for three occupants with seating and equipment accommodations, a forward cabin for equipment storage and comfort features such as padded seating and fold-down tables for scientific use, and a mid-ship davit and winch on the port side. Construction will be all-welded aluminum with both transverse and longitudinal framing and at least four watertight bulkheads. Additional specifications covering propulsion, steering, bilge pumps, electrical systems, outfitting, finish, and trailer package details will be provided in the forthcoming solicitation. This procurement is a total small business set-aside under NAICS code 336612, with a firm fixed-price contract anticipated. Awards will be based on the most advantageous offer considering price and other factors, including a sea trial evaluation, and the solicitation is expected to be released in late June 2007.
