The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA 101-10-RP-0013 for construction services at the Fort Rosecrans National Cemetery in San Diego, California. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of approximately 11,000 pre-placed concrete crypts, a 10,188 niche covers and 1,088 memorial markers (half-niche covers). The project will develop approximately 50 acres to include access roads; includes general construction, roads, walks, grading, drainage, mechanical and electrical work, utility systems, buildings, burial areas, columbaria, walls, fencing, signage, off-site improvements, monumentation, storm water management, erosion control, pollution prevention control, installation of precast crypts, landscaping, irrigation installation and other improvements as shown in the drawings. The estimated cost range for this project is between $20,000,000 and $50,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about November 30, 2009. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on December 1, 2009, at 9:00AM Pacific time at the San Diego Marriott La Jolla, 4240 La Jolla Village Drive, La Jolla, California 92037. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than December 11, 2009 at 4:30PM Eastern time. The government will respond to all questions not later than December 18, 2009 via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15.
