AI Contract Overview

The contract involves the procurement of environmental remediation services for multiple properties in Omaha, Nebraska, where lead contamination in non-foundation soil presents elevated blood level (EBL) risks. Specifically, soils with lead concentrations equal to or above 400 mg/kg are targeted, with additional focus on highly contaminated properties having even higher lead levels. The remediation process includes three key phases: pre-removal actions, removal of contaminated soil, and post-removal restoration to return properties to their original condition. The Environmental Protection Agency (EPA) aims to achieve "property closeout" by reducing lead concentrations in near-surface soils to an average of 400 ppm or less. This contract will be awarded as a firm fixed-price agreement with performance incentives, expected to range between $5,000,000 and $6,000,000. All work must comply with relevant federal, state, and local regulations, including CERCLA, SARA amendments, and the National Contingency Plan requirements. The contract is a total small business set-aside managed by the EPA Region 7 Contracting Office, with an anticipated issuance date around mid-February 2006. The Invitation for Bid will be made available on the EPA’s regional procurement website.
