This solicitation is being issued as competitive Section 8(a) set-aside. This is open to all certified 8(a) firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design/build construction contract to add about 14,255 SF of maintenance and administration facilities to building 1488 located at NS Mayport, Florida. The project requires construction of a one story steel framed building with precise concrete wall panels, concrete foundation, concrete floor and prestressed concrete piling, built up roof on insulated metal decking and steel truss, fire protection and fire alarm systems, public address systems, communication (telephone/IT) systems, utilities and mechanical systems, heating, ventilating and air conditioning (HVASC), energy management control system (EMCS), lightning protection system, and elevators. Anti-terrorism /force protection/physical security features will be provided. Sustainable principles will be integrated into the design, development, and construction of the project in accordance with Executive Order 13123. The estimated price range is between $3,900,000.00 to $4,072,600.00. The proposed contract duration is 380 days. The North American Industry Classification System (NAICS) Code is 236220 with a Small Business Size Standard of $31,000,000. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The solicitation will be available by INTERNET ACCESS ONLY.
