Y1AZ--Temporary Supportive Housing (TSH) and Welcome Center, West Los Angeles Department of Veterans Affairs Medical Center (VAMC)

The Department of Veterans Affairs is preparing to issue a two-phase design-build contract for the construction of 220 Temporary Supportive Housing units and a Welcome Center at the West Los Angeles VA Medical Center. The selected contractor will be responsible for the full scope of services including design, coordination, delivery, installation, testing, commissioning, and warranty of the facilities, along with associated site improvements. The VA emphasizes a performance-based approach, allowing contractors flexibility in methods and layout, provided all codes and standards are met. The contract duration is limited to a maximum of 210 days following issuance of the Notice to Proceed, with an estimated award date of August 20, 2026. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220, with firms required to be registered as SDVOSBs at the time of proposal submission and award. Offerors must also be registered in the System for Award Management and have a Unique Entity Identifier to access solicitation documents, which will be released around May 21, 2026. Proposals for Phase I are due June 23, 2026, and awards will be made using a Best Value, Trade-Off process without guaranteed discussions. Interested firms must submit a bid guarantee and have the capacity to provide 100% performance and payment bonds.
