Due to time constraints, this Request for Quotes will close on 3/24/2026, 3:00PM EST. All questions are due on 3/16/2026. Within 90 days of Notice to proceed after award, this project must be completed. It is a small business set aside reuirement, NAICS code 237120 and PSC code is Z2NA. A Firm Fixed Price contract will be awarded based on Lowest Price Technically acceptable in accordance with RFQ section M. Email all your questions and proposals to durba.ray@dot.gov and cc: brian.wiley.ctr@dot.gov prior to the close of the RFQ. All offerors must acknowledge receipt of all three amendments in their proposal and Past Performance Questionnaires must be emailed to durba.ray@dot.gov directly by offeror's references before the close of the RFQ. Three parts of proposals must be emailed to durba.ray@dot.gov; cc brian.wiley.ctr@dot.gov before the close of the RFQ on April 3, 2026, 1PM or ealier.
Amendment Four dated March 31, 2026 is to provide a copy of the Engineering study as a part of this RFQ. See the amendment 4 and the attachment 1 Amendment four and to extend the RFQ closing date to April 16, 2026, 2pm EST. The purpose of amendment six is to extend the RFQ closign date to 5/8/2026, 1pm EST. All terms and conditions of the RFQ remain unchanged. Please acknowledge and sign all amendment when you submit your proposal before the close of the RFQ. Past Performance questionnaire responses must be emailed to durba.ray@dot.gov directly by the offeror's customer before the RFQ closes. It will not be acceptable if the offeror submits with the Volume II Past Performance factor.
Amendment 7 - Incorporated updated Statement of Work (SOW) to be utilized for this solicitation. This updated SOW replaces previous SOW in the RFQ. See attached Amendment 7 and also attached updated SOW -Amendment 7 for use for your proposal. Second Site visit is scheduled on Tuesday, May 5, 2026 at 9:30am EST at the USMMA, Kings Point, NY. Your proposal must be updated to incorporate the updated SOW requirement. See attachments Amendment 7.With the proposal Attachment - pricing sheet (Excel) must be submitted. Attachment Past Performance Questionnaires response offeror's customer must email to durba.ray@dot.gov directly before the close of the RFQ. Past Performance Questionnaires must not be submitted with the proposals. All three volumes must be separate attachments. Pricing information Volume III must not be in the Volume I Technical proposal.
