The Housing Authority of the City of Atlanta, Georgia (“Atlanta Housing”) seeks to enter a contract with a qualified youth development organization to provide afterschool and summer camp services for children and youth. The Service Provider(s) shall provide (1) at least 3 years of experience managing afterschool and summer camp programs for youth ages 5-17 years old, (2) is an active public agency or has 501(c)(3) status, (3) ability to implement evidence based activities that support positive outcomes for youth including enhancing academic performance, supporting safe and responsible behaviors, and promoting physical health, (4) have the ability to serve a minimum of fifteen (15) to fifty (50+) students for afterschool and/ or summer camp programs at a school or community site located within the City of Atlanta, and (5) demonstrated compliance with all health and safety regulations including licensing, staff qualifications, CPR, staff/ student ratios and additional policies related to maintaining a safe environment for youth and to ensure professional conduct of all staff and volunteers. Event Conference An Event Conference will be held at AHA’s Corporate Office located at 230 John Wesley Dobbs Avenue, NE, Atlanta, GA 30303. The Event date and time are noted below. Event Conference - Thursday, July 16, 2026 at 12:00 P.M. Unless otherwise noted, attendance is not mandatory; however, suppliers are strongly encouraged to attend. Please note that AHA reserves the right to (i) make amendments to this scope of work through written addenda, (ii) reject any or all responses, (iii) waive any irregularity or informality in a response, and (iv) award a contract based on any portion of the Respondent’s proposal relevant to the scope of work when it is in AHA’s best interest to do so. It is also within the AHA’s right to reject responses that do not contain all elements and information requested in this Event. This determination will be made on a case-by-case basis. General Information Please note, this Event is being sourced through an electronic sourcing tool approved by AHA and all suppliers' responses must be submitted electronically in accordance with the instructions contained herein. Some important definitions to remember as it relates to suppliers ability to view and respond to the Event: Release Date and Time is the date and time AHA uploads the Event to the Business Management Portal, including all associated information and forms, for interested parties to view. At the time of release, all aspects of the Event, with the exception of Prerequisites can be viewed and/or downloaded. Open Date and Time is the date and time suppliers can begin responding to the sourcing event including viewing and downloading Prerequisites and all other associated information and forms. Close Date and Time is the date and time when the responses due to be submitted. After the close date and time has expired, suppliers will no longer be able to submit a response to the Event. Suppliers are encouraged to allow adequate time for uploading documents to the Business Management Portal and reviewing the entire response prior to clicking Submit. All Respondents are encouraged to utilize the time between the “Release Date” and “Open Date” to complete supplier registration or update supplier profiles, register with E-Verify if not yet registered, review the scope of work and/or obtain the necessary certifications required to fulfil the requirements described in the RFP. Compliance with E-Verify E-Verify compliance is mandatory for this Event. In compliance with O.C.G.A. §§ 13-10-90 and 13-10-91, effective July 1, 2013, before AHA can consider Respondent’s proposal for the services requested, Respondent generally must register and participate in the federal work authorization program operated by the United States Department of Homeland Security, commonly known as E-Verify, to verify employment eligibility information of newly hired employees and must continue to participate in E-Verify during the term of the contract. Unless exempt, Respondent must submit an affidavit ("E-Verify Affidavit”) that: (1) it has registered with, is authorized to use and uses E-Verify, (b) Respondent will continue to use E-Verify throughout the term of the contract, and (c) Respondent and all tiers of its contractors and subcontractors will only contract with other contractors and subcontractors who present an E-Verify Affidavit, or the appropriate documentation in lieu of the E-Verify Affidavit. During the term of the contract, Respondent must submit E-Verify Affidavits and other documents required from Respondent and all tiers of contractors and subcontractors. Failing to Comply with Submission Instructions Respondents are responsible for reading this electronic Request for Proposals ("RFP" or “Event”) in its entirety. The RFP is inclusive of all attachments, forms, exhibits and required certifications related to this Event action. By submitting a response to this Event, the Respondent acknowledges that it has read the entire RFP and related information with full knowledge of all terms, conditions and requirements set forth herein. RESPONDENTS ARE RESPONSIBLE FOR READING THE EVENT IN ITS ENTIRETY. THIS EVENT IS INCLUSIVE OF ALL RELATED PREREQUISITES, ATTACHMENTS, FORMS, EXHIBITS, AND REQUIRED CERTIFICATIONS. BY SUBMITTING A RESPONSE TO THIS EVENT, THE RESPONDENT ACKNOWLEDGES THAT (1) IT HAS READ THE ENTIRE EVENT AND RELATED INFORMATION WITH FULL KNOWLEDGE OF ALL TERMS, CONDITIONS AND REQUIREMENTS SET FORTH HEREIN AND (2) IT HAS ACCEPTED ALL TERMS AND AGREED TO ALL REQUIREMENTS OF THE EVENT (INCLUDING ANY REVISIONS/ADDITIONS MADE IN WRITING PRIOR TO THE CLOSE OF THE EVENT WHETHER OR NOT SUCH REVISION OCCURRED PRIOR TO THE TIME THE SUPPLIER SUBMITTED ITS RESPONSE) UNLESS EXPRESSLY STATED OTHERWISE IN THE RESPONDENT’S PROPOSAL. Responses received after the identified close date and time or submitted by any other means than those expressly permitted by the Event will not be considered. Suppliers’ responses must be complete in all respects, as required in each section of this Event. Atlanta Housing reserves the right to: 1) award the subsequent contract to one Respondent, 2) make multiple awards, 3) award without discussions and 4) negotiate the final scope of services, price, schedule and any and all aspects of this Event with all Respondents. AHA may 1) reject any or all offers if such action is in AHA’s interest, 2) award contract other than to the lowest Respondent, 3) waive informalities and minor irregularities in proposals received, and 4) award all or part of the requirements stated. AHA reserves the right to reject an award to Respondent during the contract negotiations if: 1) Respondent and AHA cannot agree to mutual terms for the contract or 2) Respondent causes delay that, in AHA’s discretion, causes a hardship to AHA.
