The Department of Veterans Affairs (VA), Robley Rex VA Medical Center in Louisville, KY is issuing a Pre-Solicitation Notice for the Two-Phase Design-Build Solicitation Number 36C24926R0074 to Convert A-412 into Bathroom at the Louisville VAMC. The Offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $45 Million.
This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). To be considered for award, Contractors must be registered and certified by SBA DSBS and registered in the System For Award Management (SAM) database. All offerors are urged to contact the SBA DSBS (https://dsbs.sba.gov/search/dsp_dsbs.cfm) and submit the required documents to obtain verification of their SDVOSB status if they have not already done so.
The contractor is required to supply all necessary design, equipment, labor, materials, and additional items, as well as provide expert supervision, to convert existing A-412 office at the Robley Rex VA Medical Center into a fully functioning and compliant patient bathroom and trench drain shower as this room is adjacent to a locker room restroom. To core drill for a drain the Contractor must ensure there is not a load bearing beam below and establish if there is an issue or limitations in the room selected. Leadership is requesting a restroom installed on our 4th floor old SICU for patient dignity reasons. Utilizing an accessible shower pan and epoxy floor should eliminate costs needed to bore out the concrete subfloor to recess the shower. The contractor is responsible for matching all existing fixtures throughout this floor and wing, as well as patching and painting any other affected areas. Additionally, the contractor shall perform any required asbestos removal if necessary and provide third-party clearance testing.
The magnitude of construction cost for this project is between $100,000 and $250,000 with a completion period of 90 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 236220 and the small business size standard is $45 Million.
NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://sam.gov/content/home prior to award.
There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and awarded utilizing the Best Value, Trade -Off method per FAR Part 15. Offerors are advised that award may be made without discussions.
