MWWTP Effluent FM Surge & Transient Design Build Services (UN 1282)

The Mattawoman Wastewater Treatment Plant (MWWTP) in Charles County, Maryland, requires turn-key design-build services to manage transient surges in its effluent force main. Following a project that increased the effluent pump station's design peak flow to 60 mgd, the County is concerned that cyclical pump operations and trips may damage the 50-year-old, 54-inch diameter prestressed concrete cylinder pipe and the existing air release valve. The project involves the design and construction of a new 40-foot diameter welded steel standpipe with separate influent and effluent pipes, a welded steel roof cover, and associated infrastructure including foundations, safety cages, and internal ladders. The scope of work includes performing hydraulic modeling using Bentley HAMMER software to simulate various pump trip events and ensuring all work complies with local, state, and federal codes. The project timeline allows up to 270 consecutive calendar days for the design and permitting phase, with construction starting within 270 days of the Notice to Proceed and reaching substantial completion within 420 days of the construction start date. Award will be based on a combination of the offeror's experience, qualifications, and proposed price, rather than cost alone. Contractual requirements include a five percent bid bond, performance and labor and material bonds for 100 percent of the contract price, and professional liability insurance with a minimum limit of 2 million dollars per occurrence and aggregate. The selected design-builder must provide a one-year guarantee on the structure and equipment from the date of substantial completion. All labor must adhere to prevailing wage requirements, and accessible elements must meet ADA standards. Proposals are submitted electronically via the County's eProcurement Portal, with a final submission deadline of November 29, 2026.

Wheatley Dam Dredging Services

Wheatley Dam, constructed in 1968 and located within Gilbert Run County Park near Charlotte Hall, Maryland, serves primarily for flood control and recreational activities. Charles County is initiating a retrofitting project focused on repairing and enhancing the dam’s embankment and spillway over a two-year period. A key component of this effort involves dredging the reservoir to manage sediment accumulation, which has not been dredged before to the County’s knowledge. The initial dredging will be guided by sedimentation data from a bathymetric survey, targeting designated areas while minimizing disturbance to nearby riparian wetlands. The County aims to establish a maintenance dredging schedule to preserve the reservoir’s long-term functionality, though the exact number of future dredging events has not yet been determined. The solicitation for Wheatley Dam Dredging Services (Solicitation Number 26-027) was posted by Maryland’s Department of Public Works, Environmental Resources division, with a response deadline set for late February 2026. Contractors responding to the bid must be prepared to conduct dredging activities in compliance with environmental considerations and coordinate with County officials. The contract documents include standard provisions for performance and labor bonds to ensure fulfillment of work obligations and payment for labor and materials. The procurement process is facilitated through an open government portal, with designated points of contact available for clarifications, emphasizing careful adherence to technical specifications and regulatory requirements for this significant infrastructure maintenance and environmental preservation project.
