Regional Law Enforcement Liaison (LEL)

The contract involves collaboration between the Secretary, Congress, States, and various stakeholders to implement initiatives aimed at increasing safety belt usage and reducing impaired driving incidents. The National Highway Traffic Safety Administration (NHTSA) has set ambitious targets of achieving an 89 percent safety belt usage rate and reducing alcohol-related fatalities to 39 percent by 2013. Achieving these goals requires coordinated efforts from law enforcement agencies during specific mobilization periods paired with ongoing public awareness campaigns. The enforcement strategies focus on proven models such as the "Click It Or Ticket" program for safety belt compliance and the "Crackdown" campaign targeting impaired driving, which sends strong deterrent messages and enhances citation enforcement. To support these efforts, the contract designates Regional Law Enforcement Liaisons (LELs) to actively promote engagement with local law enforcement agencies. A key component of this is encouraging the adoption of Data Driven Approaches To Crime and Traffic Safety (DDACTS), a strategic model aimed at reducing both traffic violations and related crime through data-informed enforcement. The LELs are tasked with fostering collaboration and driving the implementation of these initiatives to enhance public safety across communities. The contract is managed through the NHTSA Office of Acquisition within the Department of Transportation and was posted as a presolicitation in July 2012.
