Organization

An Organization represents the overall structure of your business. It can contain multiple Companies, each functioning as a separate business unit under the same Organization.

At the Organization level you can:

  • Assign user roles and control access to specific Companies.
  • Oversee multiple Companies, though each Company has its own subscription.

Company

A Company is a distinct business unit within your Organization. Each Company:

  • Manages its own contract proposals, compliance, and settings.
  • Has its own CLEATUS subscription (billing is per Company).
  • Has its own UEI and CAGE Code.
  • Operates independently while remaining part of the broader Organization.

If your business serves different industries, locations, or certifications, structuring it into multiple Companies lets you customize contract strategy for each one while keeping finances separate.

Contract

A Contract is a government agreement at the federal, state, or local level to provide services or goods. Contracts are the foundation for Opportunities and, once added to your Pipeline, trigger CLEATUS's AI tools — document analysis, compliance scoring, and proposal generation.

Pipeline

A Pipeline item is a contract that aligns with your Entity's capabilities, either identified automatically by CLEATUS AI or added manually. Once added, CLEATUS activates:

  • Document Breakdown — AI scans and structures contract files for faster review.
  • Compliance Score — evaluates how well your business aligns with the opportunity.
  • GovCon AI Chat — ask questions, get insights, and explore strategy in real time.
  • AI Proposal Writer — draft tailored, compliant content using your own materials.

Think of your Pipeline as the launchpad for every bid-ready contract.

Compliance Score

The Compliance Score measures how well your business meets an Opportunity's requirements. Key inputs:

  • Certifications (HUBZone, SDVOSB, etc.)
  • NAICS codes
  • Past performance
  • Geographic preferences
  • Financial and bonding capacity

A higher score means a stronger fit, helping you make faster Bid/No-Bid decisions.

Pursuit

A Pursuit is a tracked Opportunity where you manage bid progress and keep your team organized. Inside a Pursuit you can:

  • Track progress with Kanban or List view.
  • Assign users to specific opportunities.
  • Log notes and conversations.
  • Store solicitations, pricing sheets, and compliance reports.

Pursuits turn opportunities into a structured pipeline so nothing falls through the cracks.

Document Hub

The Document Hub is your AI-powered content library for GovCon — designed to help you organize, search, and reuse proposal-ready materials.

You can:

  • Upload past performance write-ups, resumes, management plans, and more.
  • Create reusable content blocks even without a source file.

CLEATUS automatically breaks content into structured, searchable sections:

  • AI breakdown — extracts titles, headers, and content into reusable blocks.
  • Manual entries — add and tag content directly.
  • Proposal integration — instantly insert relevant content when generating proposals.

Build once, reuse across every bid.

Teaming

Teaming lets you partner with other government contractors to expand capabilities and bid on larger contracts. CLEATUS provides:

  • A database of 800,000+ government contractors.
  • Filters by certifications, past contracts, and capabilities.
  • Support for Joint Ventures and Prime/Subcontractor partnerships.

If you lack past performance or don't meet every contract requirement, teaming with another contractor can raise your credibility and win potential.
