The National Oceanic and Atmospheric Administration’s Western Acquisition Division and Central and Regional Libraries are conducting market research to identify capable vendors for a cloud-based Library Services Platform and Discovery System, specifically the Ex Libris Alma/Primo VE solution. This system is mission-critical for managing library operations, resource discovery, and scholarly workflows across NOAA’s network and currently operates as a vendor-hosted Software-as-a-Service platform provided exclusively by Ex Libris, a Clarivate company. The Government seeks information on potential contractors who can deliver fully hosted, vendor-managed SaaS services that ensure continuous system availability, compliance with federal security standards, regular updates, and dedicated technical support throughout the contract term. The anticipated contract, to be awarded as a Firm-Fixed-Price purchase order, would begin on February 1, 2027, with a 12-month base period and four additional 12-month option periods, extending the potential performance through January 31, 2032. The acquisition is classified under NAICS Code 513210 for Software Publishers with a size standard of 1,000 employees. Respondents must be registered in the System for Award Management and are encouraged to submit detailed capability information by August 19, 2026, to assist the Government in determining market availability and potential small business set-asides. While responses will inform future procurement decisions, this notice does not obligate the Government to award a contract, and submitted information may be used without compensation or acknowledgment in any subsequent solicitation, which will be posted publicly on the Governmentwide Point of Entry.
