NEPA and Cultural Resources Compliance Workflow Modernization Prototype for Army Reserve 63d Readiness Division

Solicitation # fb420221-eb1c-4f01-9757-62730fa6db7f

The U.S. Army Reserve 63d Readiness Division is seeking prototype approaches to modernize and standardize statutory and regulatory due-diligence workflows across its seven-state area of responsibility. The primary focus is on improving the consistency, visibility, and timeliness of National Environmental Policy Act and National Historic Preservation Act compliance processes related to facility maintenance, military construction, and real-property actions. The goal is to address operational inefficiencies such as inconsistent handoffs, duplicate documentation, and limited visibility into pending actions by developing a repeatable, Government-reviewable operating model. This effort aims to integrate work-order tracking, geospatial information, and regulatory correspondence to create an auditable system for decision support. The prototype will be evaluated based on its ability to improve processing timeliness, record traceability, and documentation completeness without requiring the government to procure new software unless identified as a gap. While the contractor will develop the workflow model, the Government retains all final regulatory determinations, compliance approvals, and signature authority.

Commander, Navy Installations Command (CNIC) Smart Maintenance Orchestrator Challenge

Solicitation # c922d13c-feef-4034-a736-c38d30c96a2d

The Commander, Navy Installations Command (CNIC) is seeking a software solution to modernize maintenance management across 53 Navy Defense Fuel Support Points (DFSPs). The current system relies on inconsistent, manual, paper-based processes that lack automated notifications and enterprise-level visibility, creating difficulties in verifying compliance and tracking the status of critical fuel assets. The goal is to implement a holistic approach that captures the entire maintenance lifecycle, utilizing programmable logic to automatically trigger follow-on actions and notify responsible operators. The selected provider must design, build, and sustain a scalable system that produces verifiable records of all maintenance and inspections. While the government is open to commercial, custom, or hybrid technical approaches, the solution will be initially validated at one or more operational DFSPs, with a primary focus on high-impact deepwater terminals. This initiative aims to fundamentally transform how maintenance is driven and evidenced rather than simply digitizing existing paper workflows.

The U.S. Army Corps of Engineers, Alaska District, is seeking market intelligence for two military construction projects at JBER-Richardson, Alaska, with a combined estimated target budget of approximately 182.5 million dollars. The first project, the Pallet Processing Facility (JBR041), has a target budget of 79.5 million dollars to create a 52,000 square foot, all-weather, 24-hour facility that will serve as the sole hazardous cargo processing point and consolidated alert final preparation and holding area at JBER. The second project, the Rapid Deployment Facility (JBR044), has a target budget of 103 million dollars and consists of a complex to support pre-deployment and redeployment for a Brigade Combat Team (Airborne), featuring a Passenger Shed for personnel processing and a Joint Inspection Facility equipped with vehicle inspection lanes, an indoor wash rack, and a covered defuel point. Both facilities require specialized cold climate design for Climate Zone 7, cybersecurity for four platforms, sustainability measures, and comprehensive site improvements including utilities and storm drainage. The anticipated period of performance spans fiscal years 2029 through 2032, with design starting in the first quarter of FY29 and a 24-month construction period beginning in FY30. This current action is a sources-sought effort to gather industry feedback on the most effective project delivery methods, such as CM@Risk or Design-Build, and to evaluate industry capabilities regarding arctic adaptation and schedule risks.
