The New York City Department of Social Services and Human Resources Administration are seeking qualified organizations to provide high-quality tenant services for seniors in newly developed affordable housing projects, specifically those with set-asides for formerly homeless seniors. The program aims to support independent living and aging in place through a combination of general engagement opportunities for all residents and targeted case assistance for those with histories of homelessness. Key responsibilities include educating tenants on their rights and benefits, maintaining a directory of community health resources, facilitating monthly community meetings, and conducting annual apartment inspections. Eligible contractors must be 501(c)(3) non-profit organizations with at least five years of experience operating senior service programs in New York City. This is an open-ended solicitation with an anticipated initial contract term of five years and a potential four-year renewal option. Awards are based on the most advantageous proposal that remains within the maximum cost per unit, subject to funding availability. All proposals must be submitted via the PASSPort system and require an approved HHS Prequalification Application. The contract is subject to various regulatory requirements, including the New York City Charter's community hiring goals for contracts exceeding 3 million dollars, living wage compliance, and electronic funds transfer for payments over 25,000 dollars. Referrals for homeless set-aside units must be coordinated through HPD's Homeless Placement Services Program or HRA's Office of Supportive/Affordable Housing and Services.
