10" and 12" Timber Pile Collars-2 Year

The South Carolina Department of Transportation is soliciting bids for the supply of unpainted steel splice collars designed to fit 10-inch or 12-inch timber piles, with an initial contract term of one year and an option for a second year, structured as a two-year agreement. Offerors must provide collars consisting of three individual pieces joined by bolted connections, with 7/8-inch diameter bolt holes as specified, and must ensure all materials conform to ASTM A36 steel standards; bolts are not included in the contract scope. Deliveries are to be made to 1400 Shop Road, Columbia, SC 29201, within 30 days of purchase order issuance, with pricing fixed for the entire contract duration including any option periods. The contract requires full compliance with performance standards, including that all items delivered must be new, and the State retains the right to inspect and accept goods only after delivery. Award will be made to the lowest responsible and responsive bidder, with selection dependent on meeting mandatory pass/fail gates: capability to perform, integrity and reliability, and the ability to promptly provide evidence of responsibility. Offerors must disclose minority business enterprise status, whether as prime or subcontractor, with potential eligibility for a four percent tax credit on payments to certified disadvantaged subcontractors, and must provide financial statements from the last two fiscal years, along with a narrative of comparable contracts and experience. All certifications regarding legal standing, criminal history, prior contract terminations, and organizational conflicts of interest are material and subject to contract termination if found knowingly erroneous. The contractor must register with the State Treasurer’s Office for electronic funds transfer, maintain records for three years after final payment, and allow the State to audit business records and inspect facilities related to performance. Any failure to meet delivery timelines or material specifications may trigger a 10-day cure period before default action, and termination for convenience is permitted by the Procurement Officer. Proposals must be submitted via SCEIS or as a sealed package by June 1, 2026, and include signed documentation, with questions due by May 26, 2026. Current or former SCDOT management employees (Pay Band 7 and above) are prohibited from participating in this contract within 365 days of their separation, and all submissions are subject to South Carolina laws governing false claims, debarment, and procurement protests.
