The Pennsylvania Department of Labor and Industry is seeking an accredited firm to provide evaluation and accreditation services for the Commonwealth Technical Institute (CTI) at the Hiram G. Andrews Center. The selected contractor must be qualified to evaluate and accredit the institution according to the standards and guidelines set forth in the Accrediting Commission of Career Schools and Colleges (ACCSC) manual. The scope of work covers a five-year accrediting report cycle and includes deliverables such as accreditation workshops, processing annual report applications based on enrollment and placement rates, accreditation renewals for institutions with four to nine programs, and conducting both announced and unannounced program evaluations, as well as change evaluations for substantive program modifications. The contract term is five years from the start date of a fully executed purchase order. Payments are made on a reimbursement basis for services received and accepted by CTI, with itemized invoices submitted electronically. Bidders must submit their responses via the PA Supplier Portal by the response deadline of September 23, 2026, with a deadline for questions set for September 18, 2026. The contractor must adhere to strict compliance requirements, including Pennsylvania state labor and worker safety laws, the Americans with Disabilities Act, and nondiscrimination and sexual harassment policies. Additionally, the firm must warrant that it has not been convicted of crimes involving business honesty or suspended from government contracting within the last five years.
