AI Contract Overview

The contract involves an intent to negotiate with Rolls Royce Corporation to extend the period of performance from fiscal year 2003 through fiscal year 2006 for repair and maintenance work on AE engines. This work pertains specifically to efforts not covered by Rolls Royce’s existing V-22 commercial Power by the Hour maintenance agreement. The work will be conducted under the existing basic ordering agreement N00019-99-G-1060, which complements the commercial AE1107C engine production and PBTH contract. Procurement will be done on an other than full and open competitive basis, citing that Rolls Royce is the sole responsible source due to their unique role as the designer, developer, and exclusive manufacturer of the AE engine family, possessing the necessary specialized knowledge. The Naval Air Systems Command, part of the Department of Defense and located in Patuxent River, Maryland, is managing this action. The extension will ensure continuity in AE engine repair and maintenance services critical to fulfilling agency requirements, with the procurement process following the federal acquisition regulation under FAR Part 6.302-1, which permits contracting without full competition when only one responsible source is available. This arrangement emphasizes the importance of Rolls Royce’s exclusive expertise and the specialized nature of the engine support needed for ongoing operations.
