This fixed-price contract is for food preparation services at the Marine Security Guard Residence within the U.S. Consulate General in Jeddah, Saudi Arabia, specifically to support Marine Security Guards. The contract has a one-year base period with two one-year option periods, making the total potential duration three years, and is administered under the Department of State through the American Consulate General Jeddah. The contractor is responsible for providing all managerial, administrative, and direct labor personnel required to deliver meals in accordance with detailed specifications in Attachment 1, including daily cooking and serving requirements, monthly schedules, and a list of personnel submitted within ten days of award. The contractor must work directly with the Detachment Mess Non-Commissioned Officer to coordinate meal planning, grocery procurement, and storage. All services must meet or exceed USDA grading standards and demonstrate 90% adherence to ServSafe quality benchmarks, with a performance threshold of no more than three customer complaints per month. A Quality Control Plan approved by the Department of State must be submitted prior to performance, and the contractor must oversee all food inspection activities. The contract requires strict compliance with FAR clauses related to commercial items, identity verification, System for Award Management maintenance, and overseas personnel requirements, including the Defense Base Act workers’ compensation insurance and war-hazard coverage. The contractor must be registered in SAM with a valid UEI, demonstrate local presence in Saudi Arabia, and provide proof of insurance within ten days of award. Personnel substitutions require prior written approval from the Contracting Officer, and any replacement must meet or exceed the qualifications of the original individual. The contractor must ensure staff wear appropriate safety equipment, including aprons, potholders, long sleeves, and non-slip shoes. The basis of award is the lowest-priced, technically acceptable offeror, evaluated through pass/fail gates for compliance, technical acceptability, and responsibility under FAR 9.1. Proposals must be submitted electronically by July 30, 2026, in approved formats and must not exceed 30MB per file, with mandatory site visits conducted on July 13, 2026.
