SERVICES OF A COOK

The U.S. Embassy in Paris is soliciting services for an experienced cook to provide daily meal preparation for approximately 14 individuals at the MSG Residence in Boulogne-Billancourt, under a fixed-price contract with one base year and one option year. The base period runs from September 1, 2026, through August 31, 2027, with the option year extending through August 31, 2028, and the total contract duration not exceeding two years. The cook must prepare three meals per day, Monday through Friday, with breakfast served on an order basis, and must comply with strict food labeling requirements including date of preparation, expiration date, and English-language heating instructions where applicable. The contract is awarded on a lowest priced, technically acceptable (LPTA) basis to a responsible offeror who meets all eligibility criteria, including SAM registration with a valid UEI number, submission of a Kbis or equivalent legal registration, proof of tax compliance via the URSAFF certificate, and full compliance with FAR subpart 9.1 regarding financial resources, business ethics, and operational capability. Proposals must be submitted electronically by July 13, 2026, at 4:00 PM French time to ParisContracting@state.gov in PDF, MS Word, or Excel format, with a maximum file size of 30MB per submission, and must be organized into three separate volumes: executed SF-33 and Section K representations, the price proposal, and a technical and business management proposal detailing qualifications, key personnel, insurance, subcontractors, and company profile. The Government will inspect and accept services under FAR 52.246-4, with performance evaluated by quality, appeal, and adherence to standards, including potential taste and appearance assessments. The Contracting Officer’s Representative, the Detachment Commander, will oversee inspection, accept service, review invoices, and document complaints; the performance standard is no more than one complaint per month from personnel. Contractors must maintain general liability insurance covering premises, products, completed operations, and personal injury, provide personal protective equipment such as aprons and potholders, secure and account for all issued keys, and report accidents involving injury or property damage.
