In accordance with federal regulations, the contractor must prioritize domestic commodities, ensuring over 51 percent of final processed products are grown in the U.S. Proposals are evaluated on a 100-point scale considering qualifications, experience with Tribal or government entities, staff expertise, and the reasonableness of time estimates. Significant preference is given to Indian-owned economic enterprises, with awards granted to responsible Indian bidders if their price is within 10 percent of the lowest non-Indian proposal. Required submissions include a detailed approach, staff résumés, TERO certification, and a certification regarding debarment and suspension.
