2025/2026 CDBG Street Improvements And Randolph Street Improvements

The City of Riverside is soliciting bids for the 2025/2026 CDBG Street Improvements and Randolph Street Improvements project, identified as Bid 8271. The scope of work involves comprehensive street improvements across various locations, including the replacement of deteriorated asphalt pavement, installation of Asphalt Rubber Aggregate Membrane with new asphalt concrete overlay, and the removal and replacement of damaged curbs, gutters, sidewalks, pedestrian ramps, and driveway approaches. Additional requirements include tree removals, landscape and irrigation modifications, and traffic signal and lighting electrical work. The project must be completed within eighty working days from the issuance of a written Notice to Proceed. The contract will be awarded to the lowest responsive and responsible bidder. Eligible bidders must hold a Class A General Engineering or Class C-12 Earthwork and Paving Contractor's License from the California State License Board and maintain an active status under SAM.gov with a Unique Entity Identifier. Due to CDBG grant funding, the project adheres to federal labor standards, including the Davis-Bacon Act, and requires compliance with the higher of either federal or California Department of Industrial Relations wage rates. Bidders must provide a bid bond for 10 percent of the total bid and, upon award, furnish performance and payment bonds for 100 percent of the contract price. All work must comply with the 2021 Standard Specifications for Public Works Construction, 2022 State of California Department of Transportation standards, and City of Riverside standard drawings.
