The purpose of this Request for Proposals (RFP) is to solicit proposals from Responsible Respondents to provide the goods and/or services identified on the RFP cover sheet and further described in the “Bid Specifications” of this RFP to the Agency identified on the RFP cover sheet. This RFP is designed to provide Respondents with the information necessary for the preparation of competitive Proposals. The RFP process is for the Agency’s benefit and is intended to provide the Agency with competitive information to assist in the selection process. Each Respondent is responsible for determining all factors necessary for submission of a comprehensive Proposal. It is advised to "Save Progress" often and especially after uploading documents. NOTE: Anytime the Respondent opens their proposal after the initial submission, they MUST certify and resubmit. No information will be lost from the initial submission. NOTE: Respondent must approve and resubmit their proposal after an amendment has been posted by the Issuing Officer. If the proposal was submitted before the amendment, all information will be saved. The Respondent only needs to read and acknowledge the amendment. Instructions for Amendments: Answer the newly posted question in the Questions Section, and CERTIFY and SUBMIT your bid again (if previously submitted). The Iowa Department of Agriculture and Land Stewardship (IDALS) runs a short marketing campaign each year to promote the Department’s conservation cost-share programs. The summer campaign encourages farmers and landowners in Iowa to enroll in the state’s cost share program and add conservation practices, like cover crops, to their fields to improve the health of their soil and protect water quality in Iowa and downstream. This year, the campaign will also include a nutrient management component in the fall. The campaign will run in two phases beginning July 6 and continuing through August 12, then resuming November 5 and running through December 11. The campaign should include a mix of digital advertising and radio spots targeting the following counties: Audubon, Boone, Buena Vista, Calhoun, Carroll, Clay, Dallas, Dickinson, Emmet, Green, Guthrie, Hamilton, Hancock, Humboldt, Kossuth, Palo Alto, Pocahontas, Polk, Sac, Webster, Winnebago and Wright.
