2026 Downtown Brick Paver Maintenance

Solicitation 26-014 is an annual program for the City of Naperville to maintain brick paver pedestrian sidewalks and amenity areas within the downtown business district and Riverwalk. The project focuses on removing and resetting existing brick pavers, replacing damaged Stockholm and Holland pavers, and providing ADA-compliant pavers to eliminate differentials and minimize water entrapment. Due to high vehicle and pedestrian activity in the area, the contractor must stage work to minimize detours and parking disruptions, ensuring all work areas are restored on the same day to prevent public hazards. The contract is funded via a Special Service Area, limiting participation eligibility to contributing properties. The contract will be awarded to the lowest responsive and responsible bidder, with responsibility determined by the submission of at least three similar projects completed within the last two years. Bidders must submit their proposals electronically by September 8, 2026, including a bid deposit of 10 percent of the total bid, an Affidavit of Compliance, and a Responsible Bidder Ordinance form. Compliance with the Illinois Prevailing Wage Act, OSHA safety regulations, and ADA guidelines is mandatory. Payment is contingent upon the satisfactory completion of all restoration responsibilities and the submission of required lien waivers. The City may require performance and labor and materials bonds totaling 100 percent of the contract value within ten days of acceptance.
