2026CLS003 - Cannabis Licensing System RFP

The City of Los Angeles Department of Cannabis Regulation (DCR) is soliciting proposals under RFP 2026CLS003 to procure and implement a modern, secure, and adaptable cloud-native Software-as-a-Service (SaaS) or Commercial-Off-The-Shelf (COTS) system for cannabis licensing, compliance, and enforcement. The project encompasses a comprehensive scope of work including system configuration, data migration, API integrations, and accounts receivable functionality. The resulting contract may have a term of up to three years, with a requirement for a twelve-month warranty on configuration and customized code following the go-live date. Implementation is structured around ten specific tasks, including a minimum of eight weeks of heightened post-deployment support. To be considered responsive, prime contractors must have been in business for at least five years and have implemented the proposed solution for at least two large U.S. government organizations within the last five years. The evaluation process is a three-stage approach: an initial pass/fail administrative screening, a 75-point qualification and response review, and a final 25-point stage consisting of demonstrations and cost control. Award is based on the best combination of price, experience, and quality of service rather than the lowest cost. Proposers must adhere to strict submission guidelines, providing a single PDF response package along with native Word and Excel versions of required exhibits. The contract is subject to numerous City of Los Angeles regulatory requirements, including the Business Inclusion Program for minority and women-owned businesses, the Living Wage Ordinance, the First Source Hiring Ordinance, and the Equal Benefits Ordinance. Additionally, vendors must certify compliance with the Americans with Disabilities Act, the California Iran Contracting Act of 2010, and various city-specific disclosure ordinances.
