2027 Sapporo Snow Sculpture

This contract is a firm-fixed-price solicitation for the design, construction, maintenance, and presentation of a large-scale snow sculpture to be featured at the 2027 Sapporo Snow Festival in Odori Park, Japan, under the auspices of the U.S. Consulate General in Sapporo. The sculpture must promote U.S.-Japan relations and celebrate American culture while serving as a visually prominent installation for festival attendees. The contractor is responsible for providing all labor, materials, equipment, and services necessary to complete the project as a turnkey effort, including integrated enhanced lighting systems and coordination for filming during both construction and exhibition phases for official promotional use. The work must comply with all safety, engineering, and festival-specific structural standards, and the contractor must submit a detailed maintenance and safety plan for daily inspections and risk mitigation throughout the event. All proposals must be submitted electronically by June 1, 2026, with a maximum file size of 15MB per email, and must be organized into four volumes including the SF-1449 form, pricing details, representations and certifications, and a technical proposal demonstrating past experience with large-scale snow sculptures and project management capabilities. U.S.-based offerors are required to maintain an active registration in the System for Award Management (SAM.gov), and overseas contractors are strongly encouraged to do so.
