AI Contract Overview
The Bureau of Engraving and Printing, under the U.S. Department of the Treasury, intends to award a five-year Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity contract to Papierfabrik Louisenthal GmbH for the continued research and development of advanced overt security features for U.S. currency. This action is being conducted on a sole-source basis under FAR subpart 6.302-1(a)(2)(ii)(A) and (B), as the agency has determined that only this contractor possesses the unique capabilities and proprietary technology necessary to advance the next-generation security features required for federal banknotes, with no other source able to meet the specific technical requirements. The effort builds on prior work conducted under contract 2031ZA20D00011, transitioning from Phase 4 of the Technology Development Process to further refine and optimize features that enable public verification of currency authenticity during everyday transactions. The contractor will be responsible for advancing the concept, feasibility, testing, and optimization phases of the technology, supplying materials and functional exemplars for evaluation, and demonstrating proof of manufacturability at full industrial scale for integration into U.S. Federal Reserve Notes in alignment with the United States Currency Program standards. The contract, valued at an estimated $47,474,246 over its five-year ordering period, will be administered by the Treasury Common Services Center with requirements managed by the BEP’s Office of Research and Development. Performance is expected to occur in Washington, D.C., and all work must comply with the unique physical and security specifications of U.S. currency. Interested parties may submit capability statements, comments, or concerns exclusively via email to designated BEP and Treasury addresses no later than 4:00 PM Eastern Standard Time on July 24, 2026, though no formal competitive solicitation will be issued. Participation in this process requires that respondents be currently registered and active in the System for Award Management. No evaluations, weighted factors, or competitive scoring mechanisms will be applied, as the procurement relies solely on a Justification for Other than Full and Open Competition, with the Contracting Officer determining price fairness and reasonableness per FAR 15.404-1. There are no specified packaging, inspection, invoicing, or payment terms beyond the firm-fixed price structure, and no line-item details or task order provisions are publicly available.
