AI Contract Overview
The contract involves the procurement of NOAA Weather and Emergency Alert Radios and related bundles for Macon-Bibb County’s Emergency Management Department, with a total of 3,000 radios and 300 strobe light pillow shaker bundles. Bidders are required to submit sealed bids by September 25, 2025, at 12:00 noon, including one original paper copy and a digital flash drive containing all bid documentation. The process encourages participation from minority, women-owned, and disadvantaged business enterprises, with a preference policy allowing awards within 5% of the lowest responsive bid to local county businesses. The evaluation will consider price, compliance with technical specifications, bidder qualifications, and local preference, with the county reserving the right to reject any or all bids and award based on best value rather than solely lowest cost. Bid submission must adhere to detailed requirements outlined in Attachment "A," which includes forms such as qualification, MBE participation, subcontractor lists, legal and financial stability statements, insurance certificates, and certifications regarding debarment and non-collusion, many of which require notarization. The contract stipulates FOB Destination delivery to Macon, GA, with radios to be delivered ready to use, operational on AC power with battery backup, and displaying the county logo. A minimum one-year warranty covering defects is mandated. Insurance coverage must include general liability, auto liability, and workers’ compensation, with the county named as an additional insured. The contract emphasizes compliance with federal and local regulations, including E-Verify, and mandates that all bid forms and affidavits be completed accurately. The procurement process is overseen by the Macon-Bibb County Procurement Department, with specific instructions for bid marking, submission address, and public opening procedures.
