The State of Illinois Department of Human Services is seeking a vendor under solicitation B-51571 to provide basic haircuts and facial hair trimming services for residents at the Packard Mental Health Center in Springfield, Illinois, for the fiscal years 2027 through 2029. The selected vendor must travel to the facility and perform services during normal business hours, from 7 am to 4:30 pm, Monday through Friday, excluding state holidays. The vendor is responsible for providing all necessary equipment and must operate under the escort and direction of hospital personnel. Due to the nature of the environment, the vendor must maintain hypervigilance regarding the security of all sharp objects and strictly adhere to Public Health safety and sanitation standards. Any complex haircuts require prior approval from the Hospital Clinical Management Team. The contract is subject to standard Illinois state terms and conditions, including mandatory certifications regarding legal entity status, tax compliance, and educational loan defaults. Vendors must maintain comprehensive insurance coverage, including General Commercial Liability of 2 million dollars aggregate and Auto Liability of 1 million dollars per occurrence. Invoicing must be submitted within 7 to 10 days of each visit, and payments are governed by the State Prompt Payment Act. The agreement is contingent upon the availability of funds and may be terminated by the state if appropriations are not made. Additionally, the vendor must comply with confidentiality requirements and provide a Certificate of Insurance naming the State as additionally insured.
