Tulsa Public Schools is soliciting proposals for high-quality K-12 science instructional resources aligned with the Oklahoma Academic Standards for Science. The district seeks materials that integrate three-dimensional learning, support multilingual learners, and provide comprehensive digital resources, student and teacher editions, and manipulative kits for investigations. The period of performance for the resulting contract is from July 1, 2027, through June 30, 2033. Proposals must be submitted electronically via the Beacon Bid Portal by December 4, 2026. The evaluation process consists of three phases, beginning with a review of priority indicators and followed by a teacher review using state-approved criteria. Finalists for each grade band may be required to provide in-person presentations at the Tulsa Public Schools Open House in March 2027 and may be asked to provide pilot units for assessment. Award decisions will be based on the best interest of the district, focusing on responsive and responsible offerors. Contractors must comply with strict data security and confidentiality standards to protect student information and adhere to accessibility requirements, including the Americans with Disabilities Act and the provision of NIMAS file sets. Deliveries must be made to specified district locations, with quoted prices covering all freight and inside delivery. The district maintains the right to withhold payment for security protocol violations and requires all supplied items to be new and in current production.
