1.0 INTRODUCTION & PURPOSE
This is a Request for Information (RFI) / Sources Sought Notice. It is issued solely for market research and planning purposes; it does not constitute a Request for Proposal (RFP) or a commitment to issue a solicitation in the future.
The US Army is seeking to identify capable commercial vendors, particularly those operating in Germany, that possess the capabilities and facilities to provide a comprehensive, turnkey Personal Protective Equipment (PPE) package and modified tactical headset systems.
2.0 SUMMARY OF REQUIREMENTS
A qualified contractor must perform the following tasks:

Procurement: Source 67 complete PPE sets (high-visibility outerwear, steel-toed footwear, gloves, helmets, and eyewear) certified to European safety standards (DIN EN ISO) and provide CE markings/Declarations of Conformity.

Custom Fitting: Conduct individual, in-person sizing and fitting sessions for 67 Government personnel.

Technical Modification: Procure and physically modify 80 specialized 3M PELTOR headset systems (models CH-5 and ComTac VIII) by installing 3M Peltor PTT FL5063 adapters to integrate with legacy Motorola DP4xxx series tactical radios.

3.0 MANDATORY & CRITICAL CONSTRAINTS (NON-NEGOTIABLE)
Interested vendors must fully satisfy the following administrative and logistical criteria:
- In-Person Sizing & Custom Fitting (Mandatory - No Tradeoffs): Sizing sessions must be performed in-person by the contractor's staff. The Government's preferred method is for fittings to be conducted at the contractor's professional retail or shop facility located within a 30-kilometer radius of Kaiserslautern, Germany. However, as an acceptable alternative, the Government will consider proposals where the vendor performs these in-person fittings by bringing all necessary sizing equipment, product samples, and fitting staff directly to the Government's designated location (e.g., Sembach Kaserne, Germany). Proposals that rely on virtual fittings, or those that designate a physical shop outside the 30-km radius without committing to the on-site Government-location fitting option, will be deemed unacceptable and excluded from consideration.
- Single Vendor / Turnkey Requirement Preference: The Government highly prefers to deal with a single prime vendor capable of executing all aspects of the requirement (PPE sourcing, retail fitting, and technical communication headset modification). Split awards or dividing requirements among multiple contractors are highly discouraged to avoid compatibility, scheduling, and administrative risks.
4.0 SUBMISSION REQUIREMENTS
Interested parties are requested to submit a brief Capability Statement (maximum 5 pages) detailing:
