The Rome VA Community Based Outpatient Clinic (CBOC) in Rome, New York, is planning to award a sole source contract to Griffiss Utility Services Corporation (GUSC) for the design and construction of a steam line and condensate return system connecting GUSC’s biomass steam generation plant to the clinic. This project aims to utilize renewable steam energy produced by GUSC’s biomass facility to support the VA's renewable energy initiatives. Due to the unique nature of the steam supply and the requirement for construction access and permits on GUSC property, only GUSC is capable and authorized to perform this work. The engineering and construction team must have in-depth familiarity with the GUSC plant and receive authorization to operate on site. The estimated cost for this project ranges between one and five million dollars. The facility at 125 Brookley Road requires direct connection to the existing utility system managed by GUSC, making this a highly specialized and exclusive opportunity. The procurement is managed by the Department of Veterans Affairs through the 242-NETWORK Contract Office in Albany, New York, with a solicitation issued under NAICS code 221330, which pertains to utilities. This contract underscores the VA’s commitment to sustainable energy solutions by leveraging locally produced renewable steam for its operations.

The Rome VA Community Based Outpatient Clinic (CBOC) located at 125 Brookley Road, Building 510, Rome, NY 13441 intends to solicit for and subsequently award a sole source contract with Griffiss Utility Services Corporation (GUSC) for design and build services of a steam line and condensate return between the GUSC Steam Station and the aforementioned CBOC. The intent of this project is to access the renewably generated steam produced by GUSC's bio-mass steam generation plant in order to meet the VA's renewable energy goals. The design and construction of this steam line and its connection to the larger system can only be done by the utility providing the steam as the utility requires special permit to perform construction on their property as well as access their property for the purposes of the design. Said A/E and/or construction firm would need to have knowledge of and access to GUSC's steam generation plant and would need authorization to work on GUSC property. GUSC is the only available steam supplier to the Rome CBOC. Estimated project cost is between $1,000,000 and $5,000,000.
