The Department of Commerce’s National Oceanic & Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service in Seattle, WA, intends to procure 100 units of 30 MHz Custom Processor Boards with integrated 1, 2, and 3 pulse decoders on a sole source basis from White Salmon Group. This procurement will be conducted under simplified acquisition procedures with a firm fixed price contract, targeting delivery by September 28, 2007. The processor boards must meet specific hardware requirements including low power consumption (under 2W), operation on a single 5V supply, specific board dimensions, antenna switching capabilities, and memory/storage attributes like 512M main memory and 2G internal removable non-volatile memory accessible via Ethernet. Firmware must be compatible with the latest Tracker software, support remote upgrades, detect tags during downloads, and be capable of future feature expansions such as GPS data reading and automatic noise floor adjustments. The sole source justification is based on White Salmon Group’s unique expertise, as they authored the tracker code for the specialized equipment, necessitating close integration with the hardware and firmware of the custom boards. This is a small purchase valued under $50,000. Potential offerors are informed that registration with the Central Contractor Registry (CCR) and possession of a Dun & Bradstreet number are mandatory requirements for award eligibility. While this notice is not a call for competitive proposals, any proposals received within 15 days will be considered, with the government reserving discretion to proceed without competition.
