The Department of Commerce's NOAA Acquisition & Grants Office, specifically the Mountain Region Acquisition Division, plans to negotiate a sole source contract with Veeco Ion Beam Equipment Inc. located in Fort Collins, Colorado. The contract involves the purchase of a specialized ion mill designed for multi-layer aluminum fabrication, to be integrated into an existing e-gun evaporator system. This integration is essential for enabling the fabrication of aluminum devices using both photolithography and electron-beam lithography. The sole source determination is justified by NOAA's need for a very specific configuration, including a direct flange mount with a 3cm FC ion beam source, a 4 5/8 inch metal seal flange, an MPS 3000 FC controller, and a pyrolytic graphite two-grid divergent system, features that are uniquely offered by Veeco and compatible with the facility's existing IonTech cleanroom equipment. This procurement will not be competed unless a firm can demonstrate, within 10 days of the announcement, that it can provide equipment fully meeting the government's stringent technical requirements. Documentation such as brochures and technical literature must be submitted in writing for consideration; oral communications are not permitted. The Government reserves full discretion to decide whether to open a competitive procurement based on any submissions received. The contract reference number is NB817030718511, and inquiries should be directed to the identified Contract Specialist, Diana Romero, at NOAA’s Seattle office.
