Full Description

USACE, Engineering Research & Development Center Contracting Office proposes to issue a sole source award to Dynatest Consulting, Inc., 165 South Chestnut Street, Ventura, CA 93001-2808. The purpose of the award is for the vendor to provide the curr ent military airfield and pavement program (PCASE) with a Model 8081 Heavy Weight Deflectometer and Support System. This requirement also includes a folding hinge trailer for overseas shipping. In 1986 the Army, Air Force, Navy and Federal Aviation Administration funded a study to determine applicability of various nondestructive testing equipment and analytical methods for the structural evaluation of airfield pavements. The Dynatest equipment was selected based on accuracy, durability and reliability. The current program (PCASE) for pavement analysis, design and evaluation has been developed over the past 20 years while using the response data collected from a Dynatest device. The Government has gained much confidence in the current evaluation method a nd procedure, which predicts the load carrying capacity of airfield pavements in terms of mission aircraft utilizing data from a Dynatest nondestructive test device. Although other nondestructive test devices may be available, the costs associated with ev aluating the performance of other systems would be enormous, and would also include unpredictable modifications to the PCASE program. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the supplies is encouraged to respond to this announcement within 3 days after its publication.
