Healthcare Acquisition Activity-North plans to establish a Blanket Purchase Agreement with the American Red Cross, River Valley region of Kentucky, to supply packed red blood cells, fresh frozen plasma, cryoprecipitate, and platelets on an emergency basis to Ireland Army Community Hospital at Fort Knox. The American Red Cross is uniquely positioned within 50 miles of the hospital, making it the sole known supplier in close proximity, which is critical to meet the urgent needs of patient care requiring delivery within one hour of order. The Red Cross provides continuous 24/7 service and supports blood product sharing among all transfusion facilities in the Fort Knox area. Additionally, their nearby collection centers facilitate autologous blood donations, enhancing the hospital’s supply capability. The procurement process will follow simplified acquisition procedures under FAR 13.106-1(b)(1), reflecting the urgent nature of the requirement. The applicable NAICS code is 624230, with a size standard of over $5 million. Although the American Red Cross is the primary supplier, the agency invites all responsible sources to submit quotations or written statements affirming their ability to meet the emergency blood product needs. These submissions must include detailed technical information and be received by February 23, 2011. The government retains sole discretion to decide whether to open the requirement to competition based on the responses. All correspondence should be directed to Jack Fitzsimmons, the Contract Specialist managing this acquisition.
