The Department of Veterans Affairs, through the 262-NETWORK Contract Office 22, is seeking software, installation services, and components for the existing 3T Siemens Magnetom Vida/Vida MRI system located at the Tucson Healthcare System in Arizona. This procurement is a brand name only solicitation requiring all items to strictly meet the specified salient characteristics outlined in Attachment B, including specific Siemens software modules such as PCASL #BM, Arterial Spin Labeling 3D and 2D, Shoulder Shape 16 #Vi, Hand/Wrist 16 #Sk, Foot/Ankle 16 #Sk, and myExam LiverLab Assist, along with installation and a one-year warranty. The contract mandates that all products be new, OEM-supplied items sourced exclusively through authorized distributors, dealers, or resellers, with no remanufactured or gray market goods permitted. The contractor must not alter, repackage, or rebrand any supplied items and must provide an authorized distributor letter from Siemens confirming legitimacy. All offerors must be certified small businesses under NAICS code 334510, complying with the SBA’s Non-Manufacturing Rule by supplying products manufactured by another small business unless an SBA waiver is granted. The government will award a single Firm-Fixed Price contract to the lowest-priced offeror that is both responsible and responsive, meeting all technical, certification, and compliance requirements, including adherence to the Buy American Act and Trade Agreements Act, with each item’s country of origin clearly stated. Electronic funds transfer will be used for payment, and electronic submission of invoices is required. The contract has a one-year performance period with delivery expected within 30 days after order placement. All submissions must be sent by email to the Contracting Officer no later than July 1, 2026, at 10:00 a.m. Pacific Time, with required documentation including SAM Unique Entity ID, completed provision 52.212-3 or current SAM.gov profile, compliance certifications, and proof of authorized distribution. Offers failing to meet the brand name-only requirement or lacking sufficient evidence of compliance with all salient characteristics will be deemed unacceptable.
