70 -- Follow-on to Contract to Develop and Implement a Successive Plan/Leadership Development Program

The Centers for Medicare and Medicaid Services plans to award a sole source contract to Bearing Point, formerly KPMG, located in McLean, Virginia, as a logical follow-on to an existing agreement. This contract focuses on continuing efforts to develop and implement a leadership development program, a professional development plan for all staff, and a structured peer review process for the Office of the Actuary's work products. The purpose is to enhance staff capabilities and ensure a seamless succession as key employees and managers retire, thereby maintaining organizational stability and expertise. The contract will be awarded using Simplified Acquisition Procedures due to the significant start-up costs and extensive in-house resources that would be required to bring a new contractor up to speed at this stage, making it more cost-effective to continue with the current contractor.
