The Social Security Administration (SSA) plans to negotiate exclusively with DLT Solutions, Inc. for continued JBoss Consulting Support related to the agency’s transition of Internet applications onto the WebSphere platform. This technical assistance aims to ensure ongoing support for existing Web applications using JBoss technology and to establish a robust foundation for process-centric engineering applications. The contract includes on-site technical support of five days, one year of 24/7 telephone support, and jBPM Workshop instruction at SSA headquarters. The support services will be provided Monday through Thursday during regular business hours, with any work outside these times requiring prior approval. The scope of work encompasses consulting on SSA’s SOA architecture, troubleshooting installation and deployment issues, performance tuning, development, integration, and mentoring SSA development teams on JBoss best practices. Additionally, the vendor must provide maintenance for the jBPM Framework Premium license covering up to 32 CPUs, with telephone support applicable to all SSA applications for the duration from December 15, 2007, through December 14, 2008. Potential alternative providers were invited to submit capability information by December 12, 2007, but if no viable responses were received, SSA will proceed solely with DLT Solutions. This action is authorized under Federal Acquisition Regulation 13.106-1(b) due to the determination that DLT Solutions is the only reasonable source available for these specialized services. The contract is managed by the SSA Office of Acquisition and Grants in Baltimore, Maryland, with Cynthia M. Spencer identified as the contracting specialist.
