Full Description
The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for Emergency Replacement of Historic Wood Flooring at Darrah Hall at Reconstruction Era National Historical Park. The Contractor shall furnish all labor, supervision, project management, materials, equipment, tools, transportation, temporary facilities, permits, disposal, and incidentals necessary to investigate exposed flooring-support conditions, stabilize, document, remove, replace, and preserve the historic wood flooring system within Darrah Hall at Reconstruction Era National Historical Park. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source based on urgency of need. The determination to select Berman Property Group, LLC. for the services is based on urgency of need since deterioration has occurred and safety is a concern for the park and visitors. The flooring has deteriorated beyond the point where routine maintenance or localized preservation repairs can adequately address existing conditions. Recent structural failure beneath visitors resulted in immediate closure of portions of the building due to life-safety concerns. Existing conditions include widespread cracking, loose flooring, deteriorated boards, localized settlement, holes, and vertical movement. The purpose of this contract is to eliminate immediate life-safety hazards while preserving the historic character and integrity of Darrah Hall to the maximum extent practicable. The selected company possesses direct familiarity with the facility’s existing systems, building conditions, and operational requirements, which substantially reduces the risk of installation conflicts, extended downtime, and system integration issues.
