This announcement constitutes the only NOI to place a Federal Supply Schedule [FSS] Task Order using limited sources procedures and serves as the synopsis of the proposed action.
The Department of Veterans Affairs [VA], Program Contracting Activity Central [PCAC], in support of the Veterans Health Administration [VHA], Institute for Learning, Education and Development [ILEAD], intends to issue and award a sole source Firm Fixed Price [FFP] FSS Task Order for Articulate 360 Teams subscription licenses. This notice is issued under the authority of FAR 8.405 6(a)(1)(i)(B) and is not a request for competitive quotations or proposals.
The Government intends to place an FSS Task Order under General Services Administration [GSA] FSS Contract Number 47QTCA24D0044 with Interactive Communications Solutions Group Inc., doing business as ICS Learning Group Inc. The anticipated Period of Performance is 08 August 2026 through 07 August 2029, consisting of one 12 month base year and two 12 month option years, with an estimated total value of $51,107.40. Additional details regarding the requirement, quantities, and period of performance are provided in the attached Performance Work Statement [PWS].
Under this action, ILEAD will acquire annual Articulate 360 Teams subscription licenses to support ongoing enterprise eLearning development and delivery for the VA workforce. The subscriptions will enable continued use of VA s existing eLearning authoring environment and support delivery of accredited training programs, accessibility compliance, and integration with VA learning management systems as specified in the PWS. This acquisition is a follow on requirement to the current FSS Task Order for the same licenses and is necessary to maintain continuity of service and avoid disruption to mission critical training. Interactive Communications Solutions Group, Inc. is the only contractor that is authorized to fulfill Articulate 360 requirement.
This announcement does not constitute a solicitation, and the Government does not intend to issue a competitive request for quotations. However, interested contractors who believe they can meet this requirement may submit a capability statement that clearly demonstrates their ability to provide the required Articulate 360 licenses and to meet the salient characteristics and performance objectives identified in the PWS. Capability statements should address technical capability, schedule, authorization to provide the required subscriptions, and relevant past performance.
Responses shall be submitted electronically no later than 08 May 2026 at 1:00 PM Eastern Daylight Time [EDT] to Contract Specialist Orangella Bittick at Orangella.Bittick@va.gov and Contracting Officer Kristy Svendsen at Kristy.Svendsen@va.gov. Responses received by the deadline will be reviewed solely to determine whether the Government should conduct a competitive FSS procurement for this requirement. A decision by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government, and the Government will not reimburse any costs incurred in preparing or submitting a response.
