The Department of Veterans Affairs, Network Contracting Office 12, awarded a single source contract to TrillaMed, LLC for GE CARESCAPE B450 Patient Monitor License Upgrades and Components. This procurement, identified by solicitation number 36C25222Q0398 and awarded on April 4, 2022, for a total amount of 306,407.35 dollars, was conducted under VAAR 819.7007. The acquisition was restricted to GE Healthcare and its authorized distributors because they are the sole manufacturer and service provider capable of providing the necessary software licenses, installation, and configuration for the 85 existing monitors at the Edward Hines, Jr. VA Hospital. The primary objective of this upgrade is to standardize monitoring capabilities between telemetry boxes and patient monitors to enhance patient care and safety. By increasing the number of vital signs measurements transmitted to the central station, the upgrade alleviates technical issues encountered when transitioning patients between monitoring systems. Additionally, the new licenses and peripherals allow for a broader range of alarm settings and improved detection of abnormal patient vitals using the facility's current hardware.

This acquisition is conducted under VAAR 819.7007. IAW VAAR 819.7007(b), the contracting officer's determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. In addition, this upgrade will allow for a wider arrange of alarm settings and increased detection of abnormal patient vitals using the existing patient monitors. The requested software licenses and installation/configuration are only offered by GE Healthcare and its authorized distributors to the VA. As the sole manufacturer and authorized service provider for these patient monitors, only GE Healthcare and its distributors can provide the required licenses and performing the installation and configuration.
