Solicitation # FA251827RCNECTS
The Space Acquisition and Integration Office, on behalf of the 21st Communications Squadron under Space Operations Command, is pursuing the consolidation of several legacy communications contracts into a single unified framework known as Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS). This large-scale acquisition, valued at approximately 330 million dollars, will provide comprehensive IT and communications support across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope includes network services for N/NC networks, Local Registration Authority support, and the modernization of traditional IT services. The effort is designated as a 100 percent small business set-aside under NAICS 517810. The procurement is being executed as a closed Commercial Solutions Opening (CSO) utilizing a phased evaluation process consisting of white paper submissions, optional pitch sessions, and final technical and price proposals. Awards will be fixed-price, FAR-based contracts with a hybrid structure including firm-fixed-price for baseline stability and transition, and potentially fixed-price incentive firm for modernization. Evaluation is based on best value, with technical merit and importance to agency programs weighted more heavily than price. The anticipated contract award date is March 31, 2027, with a 60-day phase-in period leading to a base period start on June 1, 2027.

Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).
