This contract pertains to the supply of a specialized coating compound known as a thermal insulation ablative coating, in strict accordance with Military Specification MIL-C-81904, including its amendment. The product, specifically Component A, is a polyester-based resin with a ghost gray color conforming to FED-STD-595 Color 36375. It is to be delivered in 590-pound quantities in new, straight-sided, cylindrical steel drums designed to prevent chemical or physical interaction with the coating, ensuring no leakage or contamination throughout transport and storage. The drums must comply with applicable freight and Department of Transportation regulations. The material shelf life is set at three months with a maximum delivery age of 21 days, underscoring stringent quality controls. Modifications to the original technical documents include removal of a previous military specification reference and detailed new testing protocols for Component B, the catalyst, which is a methyl ethyl ketone peroxide solution with strict glycerine content limits. Tests for active oxygen content, specific gravity, and refractive index are prescribed, with sampling and analytical methods clearly outlined. The contract also demands that any change in manufacturer must include certification that the product and formula remain unchanged from the original qualified standard. All packaging and containers must be clearly marked with batch information, manufacturing and inspection dates, manufacturer details, and handling instructions, with specific labeling requirements depending on delivery to civilian or military entities per the relevant federal standards. This item is qualified on the Qualified Products List (QPL), emphasizing adherence to high standards for use in defense applications.
