The New York City Department of Citywide Administrative Services, on behalf of the Department of Correction, is soliciting bids for a one-year requirements contract to procure halal meats and poultry. The scope of work includes the supply of halal beef for stewing, ground turkey, turkey thighs, chicken leg quarters, and chicken thighs, with a total combined quantity of 149,000 pounds. All products must be certified halal by an independent organization and comply with USDA, FDA, and New York State Department of Agriculture and Markets regulations. Bidders are required to provide nutritional labels, New York State sourcing documentation, and third-party halal certifications. The contract will be awarded to the responsible bidder offering the most favorable price. Technical requirements mandate that all raw meat be processed through metal detection devices and packaged in sturdy, tamper-evident plastic bags with a minimum thickness of 2.5 mil. Deliveries are to be made FOB Destination between 9 a.m. and 4 p.m., Monday through Friday, with a 24-hour advance notification requirement. Quality assurance is managed by BQA food inspectors, and non-conforming goods must be removed by the seller within 48 hours of rejection. Submission of proposals must be completed through the PASSPort system, including the completion of the Item Tab for pricing and the submission of a preliminary traceability report in Excel format. Vendors must also provide references from at least three government organizations and ensure all drivers are enrolled in the New York State License Notification System. Payments will be processed via electronic funds transfer in accordance with the City's prompt payment provisions.
