92 Apartment Unit Development (SPR23-00001)

The Ouhnar LL 92 Apartment Unit Development project, managed by the City of Hesperia, involves the development of a 5.26-acre lot located at the northeast corner of the intersection of Willow Street and 3rd Avenue in San Bernardino County. The scope of work includes the construction of 10 new two-level buildings containing 92 residential units, specifically 40 one-bedroom and 52 two-bedroom units, as well as a community center situated in the southeast corner of the site. Environmental compliance is a critical component of the project, as the development will result in the incidental take of 16 western Joshua trees. This action is authorized under the Western Joshua Tree Conservation Act and the California Endangered Species Act via Incidental Take Permit No. 1927-ITP-2023-009-06 issued by the California Department of Fish and Wildlife. The California Department of Fish and Wildlife has determined that the project will not have a significant environmental effect within its jurisdiction, and the project must comply with environmental filing fee requirements per Fish and Game Code section 711.4.
