2230 Cactus Road (Epoca Neighborhood H)

The City of San Diego has approved a residential development at 2230 Cactus Road within Planning Area 5 of the Central Village Specific Plan, authorizing the construction of 82 multi-family dwelling units on a 2.97-acre site zoned RM-2-5 under the Otay Mesa Community Plan. The project, led by CR Lumina LLC and overseen by the City’s Development Services Department, includes private infrastructure such as streets, curbs, gutters, walkways, and utility systems for water, sewer, and storm drainage, and is subject to multiple overlay zones including Airport Land Use Compatibility, Very High Fire Hazard Severity, and Transit Priority Area. All environmental documentation and payment receipts were submitted to the San Diego County Clerk’s Office, with fees paid via cash or check, and no federal procurement mechanisms, contract clauses, or financial pricing details are applicable or present. The project site meets land use and zoning criteria under the City’s Land Development Code and aligns with the updated Otay Mesa Community Plan, including the rescission of the former Otay Mesa Development District and adoption of citywide zoning. There are no federal contract elements such as FAR clauses, solicitation numbers beyond the CEQA filing identifier 252-NOD-0080, contract type designations, evaluation factors, or accounting codes, as this is purely a local land use and environmental compliance action under California law.
